Elections in Ukraine and conflict resolution
Russian President Vladimir Putin , while in Murmansk, made several important statements on Ukraine. In particular, he proposed introducing temporary management there under the auspices of the UN and a number of countries in order to hold elections.
– Such practice exists, and in principle, of course, it would be possible to discuss the possibility of introducing temporary management in Ukraine under the auspices of the UN with the United States, with European countries, of course, with our partners and friends, – the president said. – In order to hold democratic elections there, in order to bring to power a viable government that enjoys the trust of the people. The idea of introducing external control in Ukraine was not discussed during telephone contacts between Russian and US leaders Vladimir Putin and Donald Trump, Kremlin spokesman Dmitry Peskov said. In any case, Ukrainian authorities are currently illegal under the Ukrainian constitution, which makes agreements with them futile, the Russian leader noted.
“There were no presidential elections there. And the constitution is structured in such a way that everyone is appointed by the president, including regional authorities,” Putin explained. “If he himself is illegitimate, then everyone else is too.”
Volodymyr Zelensky’s term of office officially expired on May 20, 2024. Then, on March 31, presidential elections were to be held in Ukraine, but they were not scheduled due to martial law. In the summer of 2023, the elections to the Verkhovna Rada, scheduled for October, were also cancelled. Russian representatives have previously repeatedly stated that Zelensky’s legitimacy has ended, and it is important to understand who to deal with in Kiev in order to sign legally binding documents.
Now, according to the Russian leader, power in Ukraine is effectively in the hands of neo-Nazis.
“They, these units, including Azov (banned in Russia. – Ed.), are planning to strengthen them and create divisions from them as well. This means that such people are acquiring more and more weapons, more and more supporters and are putting others under arms, imposing their views on them,” Putin said.
Washington, with which Moscow is currently negotiating a settlement to the Ukrainian conflict, has responded to Vladimir Putin’s proposal regarding external governance. A representative of the US National Security Council (his name is not given) told Reuters that “the system of government in Ukraine is determined by the people and the country’s constitution.” What this means is not entirely clear. However, it is worth noting that the Russian Federation is precisely emphasizing the importance of Kyiv adhering to the constitution, which does not give the president the right to extend his term in office without elections.
Earlier, the United States, including President Donald Trump, called for elections in Ukraine. Moreover, the media, citing the US President’s Special Envoy for the Ukrainian Conflict Resolution Keith Kellogg, wrote that Washington would like Kiev to hold presidential and parliamentary elections by the end of 2025. In March, US Presidential Special Representative Steven Witkoff said that the Ukrainian authorities allegedly agreed to hold elections. On February 23, Zelensky said that he was ready to resign if it meant peace for Ukraine. At the same time, he immediately began offering to exchange his resignation for his country’s membership in NATO. And later he emphasized that new presidential elections in Ukraine can only take place after martial law is lifted in the country.

In order to implement such management, it may be necessary to introduce peacekeeping forces that would monitor compliance with the ceasefire and established agreements. For example, external management in East Timor was in effect from 1999 to 2002. At that time, peacekeepers were brought into the country, and the functions of the authorities were performed by the UN interim administration. In 2022, after elections were held in the country and work on the draft constitution was completed, the interim administration was dissolved. It is worth noting that there were also precedents of external management under the auspices of the UN in New Guinea and parts of the former Yugoslavia.
Russia has previously opposed the deployment of Western forces to Ukraine, which have been actively pumping weapons into Kyiv in recent years. According to UN principles, UN peacekeepers must be impartial towards the parties to the conflict, but not neutral in carrying out their mandate.

How is the situation on the battlefield developing?
Vladimir Putin believes that Donald Trump sincerely wants to end the conflict in Ukraine. According to the Russian president, the military conflict is “complex” and requires “careful discussion and approach.”
“In general, we welcome the resolution of any conflicts, including this one, by peaceful means. Just not at our expense,” Putin said. “We are for resolving all these issues by peaceful means. But with the elimination of the root causes that led to today’s situation.
After the new Donald Trump administration came to power, Moscow and Washington resumed dialogue on a wide range of issues. On March 24, in Riyadh, Russia and the United States discussed the Black Sea grain initiative and continued dialogue on settling the conflict in Ukraine. The parties then stated that they had agreed to ensure the safety of navigation and the non-use of force in the Black Sea. The Russian side was represented by the head of the Federation Council Committee on International Affairs Grigory Karasin and adviser to the FSB director Sergei Beseda. However, according to Karasin, the negotiations with the United States in Riyadh were not very productive, but “it would be naive to expect breakthroughs.”

Vladimir Putin, however, drew attention to Kyiv’s ongoing provocative attempts to attack Russian energy infrastructure. On the morning of March 28, the Ukrainian Armed Forces launched a double strike using HIMARS on the Sudzha gas metering station, which was effectively destroyed, the Russian Defense Ministry reported. The next round of consultations between Russia and the US on Ukraine may take place in Riyadh in mid-April, according to media reports. At the moment, it is extremely difficult to find common ground with most European countries. In the West, a “coalition of the willing” has been formed, which is promoting the sending of troops to Ukraine and trying to increase military support for Kyiv. The most active in this direction are Great Britain and France.
