Russian President Vladimir Putin’s idea about external governance for Ukraine is purely hypothetical at this point, so it’s premature to talk about any details, Kremlin Spokesman Dmitry Peskov said.

“The president stressed that this is just one idea worth considering. As regards the details of it, the president did not elaborate yesterday, as you know. And it is perhaps too early to discuss that,” he explained to reporters.

Earlier, the Russian leader said that external governance has been introduced globally before and that the practice could pave the way for legitimate talks on resolving the Ukraine conflict. He referred to instances of using this mechanism under the auspices of the UN in East Timor, New Guinea, and parts of former Yugoslavia. According to Putin, his plan could be discussed with the United States, European countries, and Russia’s allies and other friendly nations.
