- Last September, Kim Jong-un visited Russia and met with President Vladimir Putin, as well as Defense Minister Sergei Shoigu. Russian Foreign Minister Sergei Lavrov recently visited Pyongyang.
- Western media before and during Kim Jong-un’s visit, citing sources, reported that he could negotiate with the Russian authorities on bilateral cooperation in the military sphere – including the supply of North Korean weapons and ammunition to Russia for use in the war against Ukraine . Such supplies would be contrary to international sanctions against North Korea. Washington warned that in the event of such supplies, the United States would impose additional sanctions against both Pyongyang and Moscow.
- Russian officials have not directly denied the possibility of such supplies, saying only that Russia is complying with its obligations. Putin said that North Korean mercenaries will not be sent to the front in Ukraine.
